Where Victoria 2 went wrong background and vision - this post.My suggestions are as minimal as possible to account for the fact that, ultimately, NZ will probably just get colonised by Britain in the early game and that will be that. I understand that New Zealand will not (and realistically shouldn't) get a huge amount of dev attention in Victoria 3, and that's okay. Given the recent addition of Maori tags to EUIV, though (and the awesome dev interaction to make sure they were got as right as possible), and the stated goal that Victoria 2 should not have any empty provinces in 1836, I wanted to lay out some suggestions to ensure that New Zealand in Victoria 3 is right. Generally I don't want to push expectations on game devs to represent Maori and New Zealand properly in games like this, because ultimately it was a backwater region of the globe that didn't play a huge part in global affairs.
